Memo to Metro Minor Lacrosse League Players and Coaches

May 2010

 

Hello, Everyone.

 

As the Referee-in-Chief of the Metro Minor Lacrosse League, I’d like to welcome you to the 2010 lacrosse season.  Hopefully, we’ll have a great year.

 

I’m writing to inform you of a change which will be made this season to encourage more respectful behaviour by players and coaches toward officials.  Similar to the game of field lacrosse, we are going to encourage players and coaches to demonstrate a certain level of respect for officials.  We understand that it may take a little bit for everyone to get used to this change, however, we’re confident this can be successful if we all work together toward this important goal.

 

Please keep in mind that the majority of box lacrosse players also play field lacrosse, so the changes we intend to implement will not be foreign to most players.  In field lacrosse, when a player receives a penalty, he/she must go directly to the penalty box with no discussion or fuss.  We are going to expect the same response from box lacrosse players.

 

To implement this change, officials will do the following.  When referees address the benches at the beginning of each game, they will instruct the players to run to the penalty box as soon as a penalty is called with no discussion.  Referees will also advise the players and coaches that yelling from the bench when a penalty or any other call is made will not be tolerated.  During the game, if this direction is not respected, players and coaches will receive a warning for the first offense, a two-minute penalty for the second offence, and a game misconduct for the third offence.  Everyone from the Referee-in-Chief of Lacrosse Nova Scotia to the Executive of the Metro Minor Lacrosse League is supportive of this change.

 

The hope is that once we implement this change, we will improve the culture of the game which will result in maintaining the officials we have and growing our pool of officials for the future.

Game Formats

1.   For every division, the games will start as soon as the 5-minute warm up ends or no later than 10 minutes past the scheduled start time (the clock will start running even if the teams aren’t ready to play).  At the scheduled start time, the timekeeper will ring the buzzer and start the clock for the 5-minute warm up. 
2.   Tykes, Novice, Peewee, Bantam and Girls will play 3 X 15 minute periods, straight time EXCEPT the last three minutes of the game will be stop time UNLESS delays make it impossible to finish the game in the 1 hour time allotment.  If necessary, at the referee’s discretion, clock will run all straight time and game may even be shortened in order to finish on schedule.  Each team is allowed 1 X 30 second time out per game.
3.   Midget and Junior B will play 3 X 15 minute periods, stop time UNLESS delays make it impossible to finish the game in the 1.5- hour time allotment.  If necessary, at the referee’s discretion, clock will run straight time and game may even be shortened in order to finish on schedule.  There will be a 2-minute break between periods.  Midget is allowed 1 X 30 second time out per game.  Junior B is allowed 2 X 30 second time outs per game.


Game Sheets


1.    Make sure all the players are listed on the game sheet, especially if stickers are being used.  There must be a sticker on each copy of the game sheet.  Any players not in uniform must be crossed off the sticker.
2.    Affiliate players must have “AP” marked beside their name.
3.    Be sure to print your name and sign the sheet for verification.
4.    The numbering on the game sheet indicated the number of players who can be in uniform.  Be sure that each player’s name is clear and that their jersey number is also clearly listed, otherwise accurate stats will not be possible.
5.    Be sure that all information is written at the top of the game sheet-game number (from the schedule on this website!), date, division and the team name for each team.
6.    Please pick an MVP from your own team for each game and make sure the minor official marks it on the gamesheet after the game.
7.  MAKE SURE YOU INDICATE WHO YOUR GOALKEEPERS ARE AND WHOSE GAME IT IS.

Suspensions

See the Code of Discipline by clicking on the correct button on the home page.  Keep in mind that it is your responsibility to sit a player from the time they are sent from a game according to the suspensions listed in the Code.  The suspension coordinator will confirm the suspension as soon as possible, however, the suspension is immediate and you should not play them while waiting for this confirmation.


Affiliation Regulation

Please take note and read through the Operating Regulations by clicking on the correct button on the home page.  Improper use of affiliates can result in suspension of a coach and other consequences under the 'use of illegal players' Rules and Regulations.


PROCEDURE FOR USE OF AFFILITIATES:

PLEASE TAKE NOTE:  THE PROPER PROCEDURE TO CALL UP A PLAYER IS THROUGH CONTACT WITH THEIR COACH, FIRST AND FOREMOST.  THE PLAYER MUST PRIORITIZE THEIR OWN TEAM GAMES, IF THE GAME SCHEDULES CONFLICT.   AFFILIATES CAN ONLY BE USED TO REPLACE A MISSING PLAYER OR PLAYERS.  SEE OPERATING REGULATIONS FOR MORE DETAILS. 


Risk Management

Be sure you have a risk management plan that includes:  an Emergency Action Plan, a Medical Form, and a First Aid Kit.  Each registered player provides a Medical Form to each Club Registrar upon Registration. Each coach should receive these forms from their Club Registrar and must bring them to every game, in case of player injury.

Reporting Concerns ie. Officials:

If there is a referee no-show this season, you are asked to call Donna Goguen, our MMLL Administrative Assistant at 488-6175.  She will contact the assigners.

If you have a serious concern regarding the quality of the officiating in a League game, please take a 24-hour cooling off period, then contact our Referee-In-Chief, Terry Clarke (contact info under the Executive button on the home page).

COMPLAINT, CONCERNS AND/OR APPEAL PROCESS


COACHES MUST COMMUNICATE THIS PROCEDURE TO PARENTS ASAP.

The following procedure applies to anyone wishing to file a complaint or appeal.  The complaint or appeal MUST start at the appropriate level and be in WRITING.  All complaints, concerns and appeals must be submitted within 48 hours of when the incident took place or within 48 hours of a decision by the league or it’s representative.

All written concerns will be forwarded by your Club President, to the appropriate committee (Discipline Committee or Appeals & Protest Committee), who will review the concerns, gather all pertinent information from all sources necessary to bring resolution to the problem.  Interviews will be held where necessary.  All decisions will be rendered in writing, in a timely manner, dependant on the availability of information.  Decisions of the Appeals & Protest Committee shall be FINAL.
