CLA Rules Emphasis 2010
MMLL INFORMATION FOR OFFICIALS - 2010
General
1. You will be provided with a number of copies of the CLA incident
report form in the refs rooms in the arenas (or access it on this website). We ask that you
write up any infraction leading to suspension immediately following the
game. All game sheets must remain at the arena, so it is very important
that you note all details from game sheet on the CLA incident report
form before you leave the arena. It is your responsibility to report
each incident by phone in addition to sending the completed CLA incident
report form to the Suspension Coordinator. Place the incident report into the
locked boxes at Dalhousie, Spryfield, Bowles and Sackville Arenas. For all other
arenas, give the report to the minor officials who will mail them with the
gamesheets on a weekly basis. If you have access to a fax machine or can
scan and email them, do so to Donna Goguen at 902-454-0409 or
donna.goguen@gmail.com.
2. Jerseys, shorts and whistles are available at one of the following
retailer stores: DB Embroidery Solutions - Cole Harbour, Play-it-Again Sports - Dartmouth
and one of the many Cleve's locations.
3. The LNSS Referee-in-Chief, Scott Smith, Metro Minor Lacrosse League
(MMLL) Referee-In-Chief, Terry Clarke (865-1478) or MMLL Commissioner,
Wayne Fink (425-8333), would like to know if/when you experience any
abuse, lack of support from any coach or team official.
4. Please read all information in this package carefully!
GAME ASSIGNMENTS
The MMLL strives to provide the highest level of officiating possible
for its games. The league is divided into two zones, North and South,
with two Assignors. The South Zone games are assigned by Jenny
Danells 430-5290, email-rdanells@eastlink.ca) and the North Zone by Debbie Smith, email
dlsmith133@accesscable.net.
Officials to work the South Zone will be from one of the following
associations:
Halifax Northwest
Halifax Southwest
St. Margaret's Bay
South Shore
Valley
Officials to work the North Zone will be from one of the following
associations:
Bedford
Dartmouth
Sackville
Eastern Shore
Truro
AVAILABILITY
Officials are required to submit their availability every 2 weeks to their assignor using the MMLL referees section of the website, in the prescribed format. For South Zone, contact Jenny for a login and password, for North Zone, contact Debbie.
This should be done by on the website. If no availability is received prior to the submission deadline, the assignor's "default position" will be that the
official is not available and will not be given any assignments for that period.
SCHEDULING
Assignments will be accessible on the MMLL website as pending and each referee can confirm their assignments using the MMLL website.
The first game starts Saturday 01May/ 10.
CANCELLATIONS
If an official is unable to fulfil an assignment, it is the
responsibility of that official to find a replacement who is qualified
to officiate the game(s). If the official is unsure if another official
is capable of working a particular level of lacrosse, they are to
contact their assignor.
When an official accepts an assignment from another official, it is the
recipients responsibility to immediately contact their assignor to
confirm. If officials exchange assignments then both officials are
required to contact their assignor.
This will ensure confirmation of the date, time, rink, level of
lacrosse, etc. and guarantee the assignor's records are kept accurate
for the purposes of game cancellations/changes, payment, supervision and
future scheduling.
PAYMENT
Payment will be every two weeks and will be through the LNSS Ref Association Treasurer.
PROMPTNESS
It is each official's responsibility to ensure they are at the rink no
later than 30-minutes prior to the scheduled start of the game.
In the event an official is running late and will be arriving after the
30-minute deadline, it is that official's responsibility to contact the
other game official and/or their assignor through cell phone
communications or other advance notification.
NOTES
Officials should not accept any lacrosse assignment from anyone except
their designated assignor. If one zone is short of officials the
assignors will communication and arrange assignments. If a team official
contacts an official regarding any lacrosse game, refer them to your
assignor.
OFFICIALS FEE STRUCTURE
The LNSOA is requesting the fee structure for the next box lacrosse season by amended. With the current situation regarding location of facilities being used, the major increase in gas prices over the past 3 years, and travel involved for officials to officiate games our association is requesting an increase in games fees and travel fees.
The break down of these fees are listed below:

Intermediate $30.00 per official

Travel Fees 2010
Are for officials from the Metro area who travel outside the HRM and officials from outside of the HRM that travel to the Metro area to officiate games. In all situations, if possible officials will travel together. Note: Travel fees are in addition to normal officials fees already listed for games officiated.

- One car - $120 (driver receives $95, passenger receives $25)

- One car - $170 (driver receives $95, passenger receives $25 each)

- If a Halifax, Sackville, Bedford, Spryfield based official has to travel to Eastern Shore - $25 per official
- If a St. Margaret’s based official has to travel to Eastern Shore - $30 per official
- If a Dartmouth based official has to travel to Eastern Shore - $15 per official
- If a Eastern Shore official has to travel to Halifax, Sackville, Spryfield - $25.00 per official
- If a Eastern Shore official has to travel to Dartmouth - $15.00 per official
- If a Eastern Shore official has to travel to St. Margaret’s - $30.00 per official
- If a St. Margaret’s official has to travel to Dartmouth - $20.00 per official

Game Formats
1. For every division, the games will start as soon as the 5-minute warm
up ends or no later than 10 minutes past the scheduled start time (the
clock will start running even if the teams aren’t ready to play). At
the scheduled start time, the timekeeper will ring the buzzer and start
the clock for the 5-minute warm up.
2. Tykes, Novice, Peewee, Bantam and Girls will play 3 X 15 minute
periods, straight time EXCEPT the last three minutes of the game will be
stop time UNLESS delays make it impossible to finish the game in the 1
hour time allotment. If necessary, at the referee’s discretion, clock
will run all straight time and game may even be shortened in order to
finish on schedule. Each team is allowed 1 X 30 second time out per
game.
3. Midget and Junior B will play 3 X 15 minute periods, stop time UNLESS
delays make it impossible to finish the game in the 1.5 hour time
allotment. If necessary, at the referee’s discretion, clock will run
straight time and game may even be shortened in order to finish on
schedule. There will be a 2-minute break between periods. Midget is
allowed 1 X 30 second time out per game. Junior B is allowed 2 X 30
second time outs per game.
Game Sheets
1. Check that the number of players on the floor matches the number of
players listed on the game sheet, especially if stickers are being used.
There must be a sticker on each copy of the game sheet.
2. Affiliate players must have “AP” marked beside their name. Ask
coaches if there are any affiliates playing.
3. Be sure that the game sheet is completely filled in ie. division,
team names, date etc.
4. Be sure the coach prints their name and signs the sheet for verification.
5. Be sure you both print your name, number and sign the game sheet in
the appropriate space at the conclusion of the game.
6. The game sheet stays in the arena in the minor official's care.
Reporting of Suspensions
MMLL's Code of Discipline has been updated for 2010. All information is posted
on this website under the Code of Discipline button.
MMLL has a Suspension Coordinator, Donna Goguen,
who will work with our referees and coaches to make sure that all
suspensions are monitored and that the coaches are aware of the length
of any suspension stemming from an infraction of Canadian Lacrosse
Association (CLA) playing rules.
Our referees have the most important role to play in this process. You
have the difficult job of recognizing rule infractions during the game
and reporting any that are considered by the CLA to require suspension.
You do not have to tell coaches or players what the suspension length
will be and we would like you to avoid doing that. It is
important that you not let the possibility of suspension deter you from
making a call on the floor. The CLA rules are clear and making sure
that the rules are respected will help the players, coaches, referees
and parents enjoy the game of lacrosse.
* Please note that failure to follow through on reporting suspensions
correctly will result in the referee who’s responsible losing part of
their game fee. The first time there is a failure to report, the
referee will receive a warning, the second or subsequent failures to
report, the referee will lose $2 for Novice and Peewee games, $5 for
Bantam, Midget and Jr. B games.
PLEASE NOTE:
If a player is expelled from the game for any reason, EXCEPT for the
accumulation of 8-minutes in minor penalties, it is the duty of the
referee to write up the infraction on an incident report, give it to the
minor official or fax or email it to the Suspension Coordinator

within 24 hours or as soon as possible. You must phone in the suspension
within 24 hours, regardless.
