REGULATION 1 MEMBERSHIP RESPONSIBILITIES
1. Each Club/Association shall provide the secretary of MMLL:
a. The name and contact information of the Club President and alternate delegates duly assigned voting privileges for the Club should the President be unable to attend MMLL meetings, by the first general meeting held after the MMLL AGM.
b. The name and contact information for team officials and CLA Form B100, by May 15th.
c. The number of teams being entered to play in the MMLL for the year, by March 10th of each playing year.
d. Jersey colours for each Club should also be declared by March 10th of each playing year.
REGULATION 2 BOUNDARIES
1. MMLL follows international boundaries as determined by the minor associations and LNSS, as per LNSS Regulation 5.
2. All players must register with the Minor Association (Club) in the area where they reside.
3. St. Margaret’s Bay Storm Lacrosse Club: North-Intersection of Hammonds Plains Rd and Lucasville Rd; South-To the Atlantic Ocean-Peggy’s Cove; East-Intersection of St. Margaret’s Bay Rd and Prospect Rd (Rte 333); West-To and including Hubbards

13. Any violation of this regulation will result in both the offending player and the Minor Association be immediately suspended until the situation is rectified.
REGULATION 3 REGISTRATION
Team registrations must be submitted to the secretary by May 15th of each playing year.
REGULATION 4 RULES OF COMPETITION
1. All teams may dress and play a maximum of 20 players including goaltenders as per CLA Rule 14.
2. A minimum of 5 players in uniform (plus a goaltender) on each team shall be necessary to start a game as per CLA Rule 14 A Situation 2.
3. Game lengths for each division shall be determined prior too the start of each season.
4. All playing rules shall conform to those adopted annually by the CLA and LNSS.
5. All equipment used must conform to CLA and LNSS standards.
6. All games from Novice to Junior must use 30- second clocks.
7. Should a team have enough players to start a game but during the game, not have enough players to continue to play due to penalties, injuries, or illness, the game will be forfeited to the opposing team as per CLA Rule 14a Situation 5.
REGULATION 5 PLAYER MOVEMENT
5.1 To be eligible to play in the Metro Minor Lacrosse League (MMLL), a player's birth date must be within the age categories defined by Lacrosse Nova Scotia (LNSS) Rule A.
5.2 This regulation applies to all age divisions from Tyke to Junior.
5.3 MMLL will enforce player movement regulations as stated in Canadian Lacrosse Association (CLA) and LNSS Rule C.
5.4 If an age category is not provided, players may play in the age category above, subject to the approval of their Minor Association, MMLL Executive and LNSS. This regulation applies only when the Minor Association does not have enough players registered within their Association boundaries in that age category to meet registrations requirements necessary to field a team in that category.
5.5 Female players can play down one year, with the approval of their Minor Association, MMLL Executive and LNSS. This means that a first year player in an age category may play in the age category below, but a second year player cannot.
5.6 With the exception of female players, no player can play below their age category for a season or for affiliation purposes.
5.7 At the Select level only, exceptional players in their second year of an age category may apply in writing to their Minor Association, to play for one year only, for a Select team one age category above their own. This regulation applies from Peewee to Midget. If the Minor Association approved the request, it must form a committee of not less that three coaches, not chosen from coaches within the age categories affected. The committee will evaluate the player to determine if the skill sets necessary for the age category are met, then they will submit a written recommendation to the Minor Association. The Member Association must submit that recommendation, along with their written approval, to the MMLL Executive and LNSS for final approval before the player can be officially moved. Approval is limited to one year only. Within the Select program, exceptional player status may only be determined by a committee of MMLL assessors before permission is granted for them to play permanently with the Select team in the age category above their own.
5.8 At the Club level only, exceptional players from Tyke to Novice may be considered for player movement to the Club division above following the same protocol described in 5.7.
5.9 For the purposes of player movement between age categories, Jr B is considered Club play and Jr A is considered Select play.
5.10 No Select player may be moved to play for a Club team in the age category above.
5.11 Any Club having a player requesting to be evaluated to play for the season in the age category above their own must inform the League Executive in writing previous to the initiation of the evaluation process. The League Executive will in turn communicate this information to the Members.
5.12 Any movement of players made necessary to replace a player incurring a long term injury resulting in their loss of registration must be approved by the League Executive.
5.13 All Clubs will be provided a final listing of any and all player movement approved by MMLL and LNSS for each playing season.
5.14 For the purpose of player movement to Select teams between Minor Associations, release and transfer rules apply and approval must come from LNSS and the MMLL Executive.

REGULATION 6 AFFILIATION
6.1 Affiliation is defined as the temporary use of a player(s) by a team classified above the player's own, for the purpose of replenishing the aforementioned team due to injury, suspension or player shortage and for no other purpose.
6.2 Player shortage is defined as having fewer than fourteen (14) runners and one (1) goaltender available to start a game.
6.3 For the purpose of affiliation the playing season is defined as the regular season round robin schedule AND any scheduled playoff games for any single team in any one program (Club or Select) and for any one age category.
6.4 Players may play a maximum of five (5) games per playing season with the next highest classified team, with the permission of their coaches and their parents, in conformance with LNSS Regulation E. In cases of conflict between the team in the higher classification and the player’s own team, that player shall, be required to participate in the latter team’s game.
6.5 Affiliation structure for Club teams shall be as follows, from A to B within the age category, then from the oldest age category to one age category below: Junior, Intermediate, Midget, Bantam, Peewee and Novice. The MMLL Executive shall determine age categories participating in MMLL each year.
6.6 Affiliation structure for Select teams shall be from any A classified Club team within their age category.
6.7 Goaltenders may play up to 5 games during the playing season with their affiliates as in 6.2. In addition, goaltenders may play up to 4 games during the playing season with other teams within and outside their association within their age group when absolutely necessary. Please note: the spirit of this rule is to ensure that every game is played with two goaltenders and not to give one team a competitive advantage. Team officials are expected to use players from their own team first, affiliates next, then teams within their association's age group, and from other associations as a last resort.
6.8 During the play-offs, players (with the exception of goaltenders) must play solely for their own team. Once their team has been eliminated from the play-offs they are free to play for their affiliated team(s), limited by 6.4 and in compliance with LNSS Rule E 2.1 and E 2.2.
6.9 Goaltenders can play for affiliate teams during the play-offs as long as it does not conflict with their regular team.
6.10 All affiliate(s) must be identified on the game sheet by writing the initials AP at the end of their name(s).
6.11 One team within one game may use up to three (3) affiliates without the expressed permission of the opposing team officials. A team can use up to a maximum of 5 affiliates if they have the expressed permission of the opposing team officials. Team officials must communicate their use of 5 affiliates to the opposing team as soon as possible upon arrival at the arena AND they must also identify them as affiliates on the game sheet.
6.12 Teams can affiliate with player(s) on teams within their Associations who are classified to be below theirs.
6.13 For classification purposes, Select will be considered the top skill level and Club will be divided into an A and B skill level where registration numbers allow.
6.14 Affiliation Regulation Update June 6, 2010
6.14 All female teams must affiliate with female player(s) on teams within the Female division where possible. Female players may play up to 5 games during the playing season with their affiliate team as in 6.1 and 6.4. If a female team does not have the minimum 14 players and a goaltender registered with their team, as stipulated in 6.2, they may play up to 5 additional games during the playing season using their affiliates (a maximum total of 10 games played by their affiliate players). These affiliates can be from within or outside their association, depending on whether they have an affiliate team within their Club or not, when absolutely necessary. Please note: the spirit of this rule is to ensure that every game is played and not to give one team a competitive advantage. This amendment to Regulation 6.14 is in effect for the balance of the 2010 season, only.

REGULATION 7 RELEASES
1. All releases must conform to LNSS Rules C and D.
2. A copy of all approved releases must be kept on record with the MMLL secretary for each playing season and made available to the Clubs upon request.
REGULATION 8 PROTESTS AND APPEALS
8.1 All protests and appeals must conform to CLA Regulations and LNSS Protest and Appeals Policy.
8.2 MMLL will establish a Protest and Appeal Committee, as necessary, each playing season to rule on any protest or appeal brought forward by the membership. The Committee will be comprised of 3 members, 1 MMLL Board Member and 2 representatives from neutral Member Clubs.
8.3 Protests and appeals must be made in writing, through the Member Club President, accompanied by a non-refundable $25 cheque, within 48 hours of the game or receipt of written decision.
8.4 The Protest and Appeal committee will only make decisions on protests or appeals related to the MMLL Articles, By-laws and Regulations, or of games played within the MMLL regular season and playoff schedules.
8.5 The Protest and Appeal committee will hear any appeal stemming from a decision made by the MMLL Discipline Committee.
8.6 If a member is not in agreement with the decision rendered by the MMLL Protest and Appeals Committee, they may appeal to LNSS.
8.7 Game protests may only be made in regard to interpretations of Rules, By-laws, Regulations and Rules of Play, not in regard to the decision of a Referee or Linesman on a rule infraction (a judgement call).
REGULATION 9 CODE OF DISCIPLINE
This regulation applies to all pre-season, league, playoff and tournament games. MMLL players and coaches are bound by the Memorandum of Association, Bylaws, Regulations and Operating Policies of the CLA (See 2007 Handbook), LNSS (Regulation F) and MMLL Code of Discipline.
The MMLL has adopted a Code of Discipline to ensure that its members are aware of the serious nature of certain rule violations, and to protect every player’s right to compete in minor lacrosse without fear of violence or abuse. It is meant to ensure a common minimum standard of discipline within the League, for offenses that are similar in nature as well as to make teams and Association officials, more aware of their responsibilities in controlling the conduct of their teams and in applying discipline where warranted.
The coach or designate is solely responsible for ensuring that WITHOUT further notice from anyone, players and/or team officials shall serve the minimum suspension as outlined in this guide. If the player fails to serve the correct suspension, the game(s) will be retroactively defaulted and the coach will be suspended for a game. The player will still have to serve the suspension.
If a player is expelled from the game for any reason, EXCEPT for the accumulation of 8-minutes in minor penalties, it is the duty of the referee to write up the infraction on an incident report and phone, fax or email the report to the Suspension Coordinator (Donna Goguen (c) 488-6175, (f) 454-0409 or goguen@dal.ca before 11:00 PM the same day. Referees are reminded not to take the game sheet home; it stays at the rink. Each Association must designate a minor official to fax game sheets from their home arena each week to the Stats Coordinator. In addition, they should then mail them to the Suspension Coordinator-6269 Seaforth St. Halifax N.S. B3L 1R1.
If a player incurs any of the following: a match penalty, a gross misconduct penalty or accumulates 3 game misconducts during the season, then that player is SUSPENDED INDEFINITELY pending review by the Disciplinary Committee. Indefinite suspension remains in effect until the Suspension Coordinator gives notice. The Suspension Coordinator will keep an up to date list of all infractions for the season and shall supply a monthly report to the MMLL.
The MMLL imposes the following suspension guidelines as written. An asterisk (*) preceding the rule number indicates an infraction that requires a write up, as outlined above.

RULE INFRACTIONS
1. MINOR PENALTIES Rule 76
1.1 A 10-minute misconduct does not count in the MMLL 8 minute rule. Also, 8 minutes in penalties during a game shall receive a GAME EXPULSION. Any combination of minor penalties that add up to 8 minutes shall apply (2 double minors, 1 double minor and 2 minors, or 4 minors) and will result in the 8-minute penalty rule. NOTE: 8 minutes in penalties DO NOT need to be written up and will NOT result in any further suspension.

4.1 Game misconduct penalties require the removal of the offending player/goalkeeper for the remainder of the game.
4.2 If assessed in the final 10 minutes of the game, there will be an additional 1 GAME SUSPENSION

player who was on the floor at the time of the infraction shall serve a goalkeeper penalty.
Any individual suspended cannot coach or play for any team until the suspension is served on the team that they are officially registered with. A coach who is registered on more than one team must serve his/her suspension with the team whose bench he was suspended from. He/she cannot coach for any team until the suspension is served.

REGULATION 10 SUSPENSIONS AND DISCIPLINE COMMITTEE
10.1 MMLL will appoint a Suspension Coordinator each playing season. The Suspension Coordinator will record all suspensions during the playing season and support the coaches in tracking repeat suspensions. The Suspension Coordinator will confirm all suspensions that occur in MMLL scheduled regular season and playoff games.
10.2 MMLL will appoint a Discipline Committee each playing season, which will include 3 members. These 3 members will be 1 MMLL Board Member, preferably the Chair, the Suspension Coordinator and 1 neutral person not affiliated with the MMLL Executive or any of the Member Associations.
10.3 The Discipline Committee will rule on any suspension referred to them as stated in the MMLL Code of Discipline. Their authority extends only to MMLL scheduled regular season and playoff games.
REGULATION 11 SCHEDULES AND FORFEITURES
11.1 Games once scheduled must be met.
11.2 A game may be rescheduled in the event of an officiating shortage or a facility problem. That type of reschedule will be done through the League Scheduler.
11.3 A reschedule will not be approved due to player shortage resulting from suspension, illness, etc. unless every reasonable attempt has been made to obtain affiliated players. The final decision shall be made at the discretion of the Commissioner.
11.4 Foreseen events such as proms and school trips may be accommodated in the initial schedule only if the Club/team involved provides the information to the scheduler in advance.
11.5 All reschedules will only be considered with 48 hours notice. Any team who fails to play any scheduled league game will be considered to have forfeited said game.
11.6 The consequences of one forfeiture are as follows:
Should a team forfeit a game, the Club in question will be required to pay the League a $50 fine to be levied from their performance bond. The non-offending team will be awarded an automatic 3-0 victory and awarded 2 points in the standings and the League will reimburse the non-offending team's Club with the fine collected.
11.7 The consequences of a team forfeiting more than one game are as follows:
Should the same team forfeit a second game, the non-offending team will be awarded an automatic 3-0 victory and awarded 2 points in the standings. In addition, a $150 fine will be levied from the performance bond of the offending team's Club and the League will reimburse the non-offending team's Club with the fine collected.
11.8 Should there be a double forfeit (ie. Both teams do not have enough players to meet League minimum requirements) both teams are to be considered offending teams (see 6 and 7). No reschedules will be considered and neither team will be awarded points.
REGULATION 12 AMENDMENTS TO REGULATIONS
These regulations may be amended by majority vote at any general meeting of the MMLL membership, providing 7 days notice of the intended amendment is circulated to all members. A tie vote will be decided by the Commissioner.
REGULATION 13 TYKE RULES
1. THIS IS A FUN GAME!
2. EQUAL PLAYING TIME
· 3-15 minute running time periods
· 3 minute shifts (buzzer)
· Teams play 6 a side (5 plus a goalie)
3. CHANGE OF POSSESSION
· After gaining possession in your own zone, the opposing team must completely clear their offensive zone.
· If any challenge is made on the ball carrier, the ball will be returned to that player.
The team, on gaining possession of the ball in their defensive end, shall have 15 seconds to advance the ball into their attacking/offensive zone.
4. PASSING
· On gaining possession, a minimum of 1 pass over either line must be attempted, except when a loose ball is picked up in the offensive zone (then no pass is required).
· A pass must be made over the offensive white line; a player is not allowed to run the ball over this line, into the offensive zone.
- The pass into the offensive zone must be an overhand motion.

5. PENALTIES
· Players assessed with a penalty will proceed to the penalty box for the remainder of the shift; exception: checking from behind will result in a game misconduct.
· Another player from the bench will take his/her place on the floor; teams will not play shorthanded.
6. CHECKING
· The defensive player may use a clamping motion on the offensive stick.
· The defensive player shall not be allowed to initiate contact with the offensive player by using the body or cross check. If the offensive player initiates contact, the defensive player may use a steering motion to guide the player out of the scoring zone.
· A cross check is a penalty.
· A stick coming from above the shoulders onto an opposing player, stick or body, is a penalty as is any attempted stick check that misses and contacts any part of the body.
7. OFFENSIVE CHARGING
· The offensive player shall be penalized if he/she ‘charges’ into an opponent; they must attempt to go around their check.
8. FACE-OFFS
· At the start of the period.
· Only after goals are scored.
· At the buzzer, team that has possession keeps possession.
· If, in any case of a ‘loose’ ball at the buzzer, possessions will alternate.
9. OTHER
· Drop nets will be used. If a ball strikes the drop net a goal will not be awarded. Possession awarded to the goalie.

REGULATION 14 FEMALE LACROSSE PROGRAM REGULATIONS
14.1 For all age divisions of the MMLL’s female lacrosse program, contact limitations will apply no matter what the age range in the division.
14.2 Defensive players can initiate contact on the ball carrier anywhere on the floor; however, the defensive player must make non-aggressive contact before pushing. Overly aggressive play will be penalized.
14.3 The penalty for an offence under ‘contact limitations’ and ‘overly aggressive play’ will fall under the unnecessary roughness rule (CLA Rule 72a).
14.4 Contact on players not carrying the ball, anywhere on the floor, is not allowed (no ball, no push).
14.5 Defensive players can ‘clamp’ the stick of offensive players in an attempt to dislodge the ball or to prevent the successful completion of a pass when they are in or are moving towards a potential scoring position so long as no contact is made by the stick anywhere on the body. (Clamping-- the act of placing the head of the stick over the top of the offensive player's stick.)
14.6 Body checking is strictly prohibited.
14.7 A stick coming from above the shoulders onto an opposing player’s stick or body is a penalty, as is any attempted stick check that misses and contacts any part of the body (to be called as referee’s discretion as per CLA Rule 64a).
14.8 All CLA Rules of Play and MMLL Regulations shall apply to the all female divisions playing in the female program of the League. Any violation of the aforementioned Rules and Regulations requiring suspension shall follow the MMLL Code of Discipline.

League Structure Motions 2009
- Discussion on tiering
o Reviewed records from last season for each age division.
o Select is a great opportunity for more competitive play.
o Not sure we have the depth to divide league into 3 tiers.
o Placing teams in appropriate level is hard, also difficult to balance teams.
o Placing should be easier this year from last year’s experience.
o Reverting back to old system will have same problems we had in the past.
1. Bob motions that the competition structure for 2009 stays as is (Select, A, B for each age division, Peewee to Midget, A & B for Novice, Tyke and Jr B remain unchanged). Stu seconds this motion. Vote results in 6 in favour, and 1 abstained. Motion carried.
2. Steve motions that an association with only one team in a division may choose to participate in any level, Select, A or B, with final approval of the MMLL. Bob seconds. All are in favour and is passed.
3. Bob motions that if an association has two or more club level teams in the same age level, at least one team must go ‘A’. Stu seconds this motion. Voting shows that all are in favour.
